    I'm not a teacher, but here "about" could be understood to mean "circulating", "spreading". A phrase that makes similar use of the word is "out and about" as in "I'm not home at the moment, I am out and about". The sentence you asked about could be reworded "'Rumors are spreading concerning his resignation.'
