    Smile downside risks to growth

    Good morning.

    This is the AP news. 'The Federal Reserve has left its benchmark interest rate unchanged. The federal funds rate, the rate that banks charge each other remains at two percent. The Fed cited both high uncertainty about the inflation outlook and downside risks to growth.'

    1. Does 'cited' mean illustrated the reasons for maintaining its funds rate' or 'mentioned' here?
    2. What do 'downside risks to growth' mean? Do them mean the risks of declining economic growth?

    Yes, your contention seems correct to me. Ofcoure, a little difference in 'Cited' which might mean: mentioned or quoted about the inflation out look as an example
