    "I'll be availabe by August, when I would contact you in order to know if you would still have and open position."

    I would be available by August, when perhaps I could contact you again to see if you still have an opening."

    I won't be available until August, when I will contact you to let you know if the position is still open.
    Perhaps better:
    In August I will contact you to let you know if the position is still open.

    I took it to mean, there is a position right now, but he's not available. However, I would be available by August, so if I contact you then to see if a position is still available (which is a polite way of also saying, to see if the current job still hasn't been filled and so is still available!)
