    Tom tried to chat my sister up, What a creep!!!

    What does it mean? Was it so daring of him?

    A creep is somebody who makes another person feel uncomfortable.

    Your example is perfect, as the word is almost exclusively used to describe a man who approaches (and tries to chat up) women, regardless of the fact that his attention is not wanted.
