    What are the best rules for using " Yet" and already

    On this phrase:

    I was surprised that they had ___ to decide what to do.

    Why Yet and not already

    Ex: I was surprised that they had yet to decide what to do.

    Note, had yet to (decide) means, hadn't yet decided.

    had already decided to ... <note the grammar, -ed>
    had already to decide ...
    had yet to decide ...
