    strategizing thoughts

    Hello everyone

    I'd like to ask what "strategize" implies in the following context:

    Avoid being over-ambitious and hold off important decisions, signings and deal making till next month. Spend this month strategizing and conceptualizing your thoughts, but don't commit yourself in a way that does not let you get out of it later.

    Does "strategize thoughts" mean systemize thoughts, put them in order? Or does it mean "to develop the strategy"?
