The answers to the questions (?) come word for word from the sentences themselves. In the second one, the person is charged with teaching false doctrine and (charged) with administrative misconduct. you have to have the "with" in there. Otherwise, he is charged with teaching false doctrine and (teaching) administrative misconduct.

I don't know what the question is, but the correct choice is taken word for word from the example sentence.

If the question is: Which of the following phrases occurs in the topic sentence, there really is nothing to discuss.
If the question is something else, you'll need to explain to us what it is.

They mean the same, but you need to change the wording in the second one. Thus you could say the person was:

charged with teaching false doctrine and with administrative misconduct

    or

charged with teaching false doctrine and administrative misconduct*

    or

charged both with teaching false doctrine and administrative misconduct
You could also say that the person was charged with teaching false doctrine and that he or she was also charged with administrative misconduct.
