    held

    Hi,
"For years the group has been campaigning an inquiry held into the accident."
Please tell me if "held" is necessary for the sentence. If I omitted it, would the sentence still make sense?
    Thanks.

(not a professional teacher) There seem to be some words missing.

"For years the group has been campaigning for an inquiry to be held into the accident."

    OR

"For years the group has been campaigning to have an inquiry held into the accident."

    OR simply,

"For years the group has been campaigning for an inquiry into the accident."
