One might then assume that "this is the time to implement them" refers to the goals. But one does not 'implement' goals, one achieves them. So 'implement' probably refers to the ideas and strategies generated, that, if implemented, will ensure goals are achieved. Some reference to what came out of all this strategizing that then needs to be 'implemented' has been omitted. (One can't implement the 'strategizing work' that was done - that's just the mental effort that went into coming up with specific ideas and strategies, so 'them', or its singular 'it', can't refer back to 'work'.)
