    Inside addresses with multiple recipients

My boss gave me a letter that addresses three different people, all at different locations.
How should I type the inside address?

You produce a single letter to each recipient, and put cc for the other recipients at the end.

I understand that recipients are not obliged to take action on cc letters.
It's probably better to address and send separate letters to three different persons.

I think Anglika is saying the same thing.
