    a fantastic place to be?!

I once heard a foreign visitor to China in a TV commercial exclaim, "China, a fantastic place to be!" if my memory serves me correctly. What does this "be" mean? I consulted my dictionaries but they did not tell me anything about this use of the verb. Please tell me your understanding of it in this situation.
    Thanks.

To be somewhere is to occupy that space. It is where you are. If a place is a fantastic place to be then it is exciting. It is wonderful.
