    The exams will begin tomorrow

The exams will be starting tomorrow

The change to 'starting' to avoid the 'be beginning' makes it easier off the tongue, but 'beginning' is not wrong.

BOTH are correct. One can't tell whether a sentence is the right tense or not in isolation - it depends on what else you are saying.
