Why use past tense on the library open time board?

I saw the sentence on board of library open time.It says "The library is closed on the flowing public holidays"

Above it, Why it use the past tenns of the word of closed. Why not use the simple tenns because i think it is usually to do this.

    Help please!

    Hi HockeyWong,

"closed" in this sentence isn't a verb, it's what grammar books call a predicate adjective. The verb is "is". Often this category of predicate adjective is an area of conflict between linguists, because we could also classify "is closed" as being a passive construction. As far as tense is concerned, in either case the result is the same - "is" is the verb and it carries the tense marker.

    I hope that helps.

There should really be no ambiguity in this case. Simply change "closed" to its semantic opposite "open" (not "opened"), and the grammar is revealed.

Actually, it is usual to say:
The library will be closed (not open) on the following public holidays....
