    meaning

    Hi,

    could you please explain what the following sentence means:

    If the contractor does not receive said deliverables and documents, it will be withheld from the payments to the subcontractor envisaged in this agreement.

    Does it mean:
    1) that the price agreed for the deliverables and documents will be deducted from the payments stated in the agreement OR

    2) that the contractor will be released from the obligation to make the payments stated in the agreement
