    Hi Could someone else help me correct the below text? Thank you!


    China is facing its worse electricity shortages within four years. The coal price soaring, yet the government limits the electricity tariffs. Many small power plants are forced to shut down their factories or they will have to face increasing losses.

    Good question.
    I just know it has to be 'in' and not 'within'
    I guess you use 'within' when you are talking about something which happens within a particular period of time.
    Here, it is like 'marking' an event in time.
    Maybe the teachers could explain this better.

    I think my sentence above is correct. It is not necessary to add 'is' behind 'soaring'.

    In grammatical term, it is named 'absolute construction'. Here's another example.

    No other business arising, the meeting was adjourned.
