    What kind of English are they?
    I mean they are either speaking or reading.

    Speech is always speaking. Reading aloud is speaking. Reading silently to oneself is not speaking.
    An address is usually speaking; one can read an address to other people, or one can speak "off the cuff", or without notes.
    An address could be printed and sent to people in writing.
