been: Past participle form of auxiliary/lexical verb 'Be'
being: Present pariciple form of auxiliary/lexical verb 'Be'

They are used in continuous and perfect tense like full verb to make statements.
Example; continuous - The problem is being looked into.
perfect - I have been to Paris twice.
They are also used as adjectives like particple forms of other verbs.
