    3-He is the kind of man to rob his friends.
    4-He isn't the kind of man to rob his friends.

    1-He is a man to rob his friends. NO
    He is a man who would rob his friends.

    2-He isn't a man to rob his friends. YES

    3-He is the kind of man to rob his friends. NO
    He is the kind of man who would rob his friends.
    (You may hear some people actual say (3), but this is poor, sloppy speaking)

    4-He isn't the kind of man to rob his friends. YES
