Grammatically, yes, the sentence is correct, and I can think of a situation where I might use this phrasing.

But what do you think you are asking? What is the situation you have in mind that you would ask this question?

If I want to see if my work friend has started to eat his lunch food or if he can have time for a cigarette.

    Thank you. David.

Yes. This is a casual, colloquial way of asking him if he feels like/is ready to/is available (able to get away from his work desk) to eat (lunch).
Apart from replying 'yes' or 'sure', he might say, "I'm taking my lunch break a bit later today." or "I'm skipping lunch today so I can leave (work) early."
