    'Commission' is used for machineries, plants and equipment.
    The factory has started operation.
    The manufacturing plant has been commissioned.

    I think it is really not.

    I have not known what the author meant by "Our factory is commissioned" here? Please give more details.

    As I know, "commission" functions as a verbs including three meanings as follows:

    1. to officially ask for a piece of work to be done for you,
    2. to ask someone such as an artist or musician to produce a piece of work in exchange for payment,
    3. [usually passive] to make someone an officer in the armed forces.

    Need more discussion.

    'To commission' also means 'to put in good working order ready for operation'. In the construction line which I am in, it is a standard practice that the mechanical and electrical services are to be tested and commissioned before handing-over to the owner.
