    Meeting trouble half-way - rather than avoiding problems, your actions mean that you actually increase the chances of meeting them.

    If you meet trouble half way, you make sure you try to solve a problem before it becomes too difficult to solve. It's a bit like "A stitch in time saves nine". The sooner you get to grips with a potential difficulty, the more likely you are to sort it out to your satisfaction.

    I have not met it in this sense, but in the sense that you will cause more trouble by your actions:

    "Don't rush in when you have a problem with your neighbours. Do you want to meet trouble half way?"

    a) to be puzzled
    b) to get nervous
    c) to be disappointed
    d) to bear up

    Depending on which of the interpretations offered you choose, it equates to dealing with a problem before it gets too bad or avoiding the problem if you possibly can.

    It might help if you told us the sentence or the text in which you met this phrase.
