    doesn't this sentence require subjunctive?

    The federal rules aimed at protecting human subjects of medical experiments were established to ensure that patients (must be warned of potential risks and an independent panel would) evaluate the experiment before it was conducted.

    A) must be warned of potential risks and an independent panel would
    B) must be warned of potential risks and that an idependent panel
    C) are warned about potential risks and that an idependent panel
    D) will be warned about potential risks and an independent panel would
    E) would be warned of potential risks and that an independent panel would

    I selected C thinking that 'to ensure that' forces the sentence following it would be in Subjunctive mood. However, to my irony, the correct answer here is E. Please explain me in detail why C is wrong? and E is correct?

    I agree with you. "They were established to ensure that patients are warned."
    So I can't explain why E would be right. However, a clue is that the sentence ends in "and that an independent panel would...". So for parallelism, they expect "would be warned".
    Here's the correct sentence, IMO.
    "The federal rules aimed at protecting human subjects of medical experiments were established to ensure that patients are warned of potential risks and an independent panel evaluates the experiment before it is conducted."

    but, the sentence 'they were established to ensure that patients are warned' is in subjunctive mood only right? I have a small doubt about it. If i write the same sentence as ''they were established to ensure that patients be warned.. ' how is it now?

    please explain the difference..

    No, it was important that patients be warned. (Subjunctive - we don't know if they will be).
    So laws were brought in to ensure that patients are warned. (Indicative, because the laws were brought in to remove the uncertainty that necessitated the subjunctive in the first place).
