    humourous example -- sentence correction

    The british sociologist and activist Barbara Wootton once noted as a humorous example of income maldistribution (that the elephant that gave rides to children at the Whipsnade Zoo was earning) annually exactly what she then earned as director of adult education for London.

    A) that the elephant that gave rides to children at the Whipsnade Zoo was earning
    B) that the elephant, giving rides to children at the Whipsnade zoo, had been earning
    C) that there was an elephant giving rides to children at the Whipsnade Zoo,had been earning

    I choose B.. lateron after checking the answer realized that it is incorrect because of 'giving rides' which is in present continous tense.. However why can't the answer be C? the Correct answer choice is A. Please explain.

    Apart from other considerations, sentence 'C' should read that there was an elephant giving rides to children at the Whipsnade Zoo (that) had been earning...

    As it is written it can't be correct.
