What is the verb of this sentence?

As part of a $75,000 grant designed to examine the verbal and nonverbal cues in human interaction.

What is the verb of the sentence?
Is this a gramatically correct, complete sentence?

It's incomplete and in fact illogical, since a grant cannot itself examine anything. However, the verb is "designed".
