    if there are two clauses.. can verb of one clause depends on the other?

    In the 1970's elite preschool in New York City had
    approximately 150 applications per year, and by the 1990's, this number rose to 3000.

    The underlined portion should be had risen, right?

    Now my question is: If there are two clauses in a sentence, can one verb in one clause depends on the other clause? I know it is a silly question. But please spare me:(

    Yes, it should be "had risen".
    Yes, of course it can.
