    gerund or participle

Please, read this passage and tell me what does the word "indicating" refer grammatically.

Visa, formal endorsement placed by government authorities on a passport, indicating that the passport has been examined and found valid by the nation to be visited, and that the bearer may legally go to his or her destination.

    Re: gerund or participle

There should be a colon or a dash on place of the first comma. The definition then is
formal endorsement placed by government authorities on a passport, indicating that the passport has been examined and found valid by the nation to be visited, and that the bearer may legally go to his or her destination.
"Indicating" is a participle. You could say
A visa, which is a formal endorsement placed by government authorities on a passport, indicates that the passport has been examined and found valid by the nation to be visited, and that the bearer may legally go to his or her destination.
In a context such as this it would be a gerund:

"Indicating that you are still hungry - when you have already eaten - is frowned on."

(Some teachers prefer just to talk about "-ing words", and not discuss gerunds/present participles; but I don't see why not. If a student brings the distinction up, I'm happy to talk about it - although some course-books ignore it.)
