    a) The speaker is still trying to get through.
    b) The speaker has got through.

    I don't understand why b) is correct ?

    2. He has been looking for a job for ages.
The person has not found a job yet. - is a correct answer. Why?

The 'I' has been trying to reach/speak to 'you' all morning. The speaker, 'I', says this sentence...to whom? Not 'him' or 'her' or 'them' but 'you' = second person, the person 'I' wants to speak to. This is only possible if the speaker, "I" is finally talking with the person, the 'you'.

    2. He has been looking for a job for ages.
The person has not found a job yet. - is a correct answer. Why?

Because we have a point in time when the person started looking for a job, up to the moment at which the speaker speaks these words. The speaker does not go on to say..."so it's such a relief that he has finally found one." Therefore, the speaker says, 'he has been looking for some time, right up to this moment'; and with no further information to tells us otherwise, implies that this state of affairs continues: he is still looking for a job - he has not yet found a job.
