    Yes it is. It means that Penelope Cruz is hot (sexy).
    It doesn't hurt that "Spanish sizzler" is an alliteration.
    If she was from somewhere else, she'd be a Honduran hottie, or a Brazilian beauty, etc.

    If a desirable woman is called hot, how do you call a man who is desirable for the women?

    Here in Brazil we say that a desirable woman is tasteful.
