    Pollution is uncountable so the correct answer would be

    there is a lot of pollution in the city

    There is- we can use 'lots' with plural nouns and uncountable nouns and it is the noun that governs the verb:

    There is a lot of/lots of pollution.
    There are a lot of/lots of people.
