    capital letters

    Hi

    Have you ever heard such a phrase like: Speak to me in capital letters.

    Maybe it means speak formally or speak in full sentences or speak clearly etc.

    Since typing in ALL CAPS is considered shouting on instant messenger, I would imagine that speaking to someone in all caps would be to make sure your message was coming across clearly.

    No. Quite honestly it sounds goofy. It sounds like when you tell your children to "use their indoor voices". Just say "talk quietly" or "say what you mean" instead.
