    Post extensive public outreach program

    In the text below, what does "outreach program" mean?

    Any legislation that restructures the electric industry must include a Public Benefits Charge to continue programs that fund payment assistance and energy conservation programs. Also, utilities need to pursue an extensive public outreach program so that low-income consumers are aware of their existing services and what choices they may have in the future.

    Basically it means to start a program of information for the public. In American speak.

    Sometimes the word "outreach" has a more specific meaning: it describes a program that assist low income. I worked for an outreach center for many years. We provided free food, financial assistance and clothing to low income families.

    True, but in this case it suggests information more than anything else.

    Also, utilities need to pursue an extensive public outreach program so that low-income consumers are aware of their existing services and what choices they may have in the future.
