Question how should I understand this sentence?

Here is the first paragraph of an article named "The Saigon Blues":
Months of fending off feral cyclo drivers and cigarette vendors can make it a toll for Saigon' expats. Yet the only cure is more ...

    What does "more" here mean?
My English teacher told me that I had to read the entire article to understand it. But I don't think an English man who reads this does not understand and has to wait till the end of the article to find out what it means.

    My guess:

"... the only cure is more" of it, not less (of it). If you like in Saigon, you're not going to get away from it, so you might as well get used to it.

That isn't a full sentence. If it is meant to be, it should have four dots: three for the ellipsis and a period.
Yet the only cure is more .... That is a sentence; it changes the meaning of your post entirely.
