The meaning of the word overlooking

Do you think the word "overlooking" means to look or not to look?

Wonderful hotel in Morocco, La Mamounia, in Marrakech, has a colorful garden surrounded by a high wall covered in purple bougainvillea, where French and Italian women lie around in the sun topless and almost bottomless. They can see a high minaret outside the wall, where a Muslim muezzin, overlooking the garden, chants the call to prayer five times a day. He seems to do it with an outraged fervency translatable into a plea for these women to cover their flesh with black cloth from top to toe.

Re: The meaning of the word overlooking

"To overlook" has the meaning of to have a view of something from above.

The sentence is slightly obscure, and I suspect that the author really meant They can see a high minaret outside the wall, overlooking the garden, where a Muslim muezzin chants the call to prayer five times a day

Re: The meaning of the word overlooking

    As Anglika says.
However, I notice that recently "overlook" has taken on the meaning of "oversee", or supervise (its Latin counterpart). Company A is overlooking the finances of Company B. So, it now has two opposite and ambiguous meanings.
Still, "oversee" for "supervise" is no better. It implies that making oversights is part of the responsibility.
