    according to VS to

    Dear Sir,
    The parts highlighted in Brown in paragraph ( B ) and ( C ) are grammatically correct.
    How about the parts highlighted in Brown in paragraph ( A ) and ( D ), are they also grammatically correct?
    Is "to" means "according to" In paragraph ( A ) and ( D ). If so, can said be placed at the end of the phrase?

    It is a typo that has crept into the press release and is being repeated by the newspapers, two of which have noticed and corrected it. It was probably meant to be " according to".
