I have a question from a documentary film about military.
I might have listened incorrectly, but I think it says;
"Technology to the tax paying public is often presented as something of an end in itself, but metal and wire have never won a war."
Does this mean "Citizen sees technology is as ultimate goal to solve the problem, but it's not weapons which win a war."? More or less. It is the men using the weapons or controlling the men using the weapons who win wars.
Does "end" here mean "result" or "aim"? aim
I don't understand what "itself" refer to. Technology? The aim
