    Subjunctive form

    If I say "when Frank goes to Europe I would like to ask him to bring me a souvenir", meaning that he has not gone yet, I wonder if it wouldn't be right to say " when Frank go to Europe..." since "goes" belongs to Present time and wouldn't fit in a sentence expresing something that has not happened yet or it's likely to happen or not.

    He/she/it goes.

    No, you just use the indicative for this.
    In any case, "when" is not contrary to fact. It implies that Frank will go to Europe sometime. There's no sense of probability.
    You could use the subjunctive with "If":
    "If Frank went to Europe, I'd like him to buy..."
    "If Frank were to go to Europe, I'd like him to buy..."
