    Subject verb aggreement

    I need to know what subject verb aggreement rule applies to this sentence.
    The first two sections of the report were uninspiring.

    The rule says that if the subject is plural, the verb following it is plural as well:

    [The first two sections of the report] = subject [were uninspiring] = predicate.
    [The whole report] = subject [was actually uninspiring] = predicate.
