    at least/ no less than

    HI there,

    Are the two sentences bleow the same in meaning? If they aren't how different are they?

    "By 1977, the USA was importing no less than 45%of its oil."
    "By 1977, the USA was importing at least 45%of its oil."

    I'd appreciate your help.
