    That day I saw a man bleeding profusely lying on the road, he had met with an accident on the highway. None of the passer-by offered him the helping hand. Where had humanity gone at least some one should have bothered to call ambulance on 104……..
    …..whom to blame?

    No, it's not a mistake. 'Had' here is the past perfect form of the verb 'to have'. It expresses priority. When the author of the story saw the bleeding man, the latter had already had an accident.
