    that's fine

    Hello, teachers.
    Would you explain to me what Doan means by "That's fine" in the following passage?

    (Doan is a detective and is staying at a millionair's lodge. At night he awakes and see through the open door the millionair's secretary walking along the corridor like a sleepwalker with a knife in hand)

    She was dressed in a green silk nightgown that contrasted with her blond hair. She stopped opposite Doan's doorway and looked that way.
    Her soft lips were open, twisted awry, and there was a dribble of saliva on her chin. Her eyes were widened in mesmerized horror. She was holding a short broad-bladed hunting knife in her right hand.
    "That's fine," said Doan quietly. "Just stand right where you are."

    I don't understand Doan's "That's fine" at all. What does he mean by this? Is he referring to her nightgown?

    It's difficult to tell for sure, but he may be trying to calm her down or make her stand still.

    By saying "That's fine" he is saying, "You are OK now. You can just stop now."

    Many times, police will tell someone "OK, settle down. It's over. Just put your hands up."
