    What's the difference?

Is it exactly the same meaning?

    trying not to panic

    trying to not panic

    Thanks

Yes, although the first is preferable as it is best not to split the full infinitive verb (to panic).

I could have done this in my above sentence by writing: it is best to not split the infinitive.
