Smile help me with the sentence please! thanks!

"The question is whether the Republicans look crass, overly political in their references to 9/11, or whether they are simply identifying with it, using it in a reasonably sensitive way."

I can't quite understand the intended meaning of the above sentece, espcially "identifying with it, using it in a reasonably sensitive way" .could someone explain it?thanks:)

the context of the sentece is as follows:
"The events of September 11, 2001, are part of American history. They are an important moment probably the single most important moment in the presidency of George W. Bush," he says. "To ignore 9/11 would seem to be trying to erase history. The question is whether the Republicans look crass, overly political in their references to 9/11, or whether they are simply identifying with it, using it in a reasonably sensitive way."

I’ll have my go at interpreting that paragraph.
Firstly I think that the pivotal point to look at is the word “whether”.
So in a sense, the article is affirming the two attitudes The Republicans could manifest in regard to the 9/11 events.
One, they could politically capitalize or play on the 9/11 facts in an exaggerated way.
Two, they have showed a sensitive attitude towards those facts and their foreign policy has been oriented towards solving that matter.

This is my interpretation of the piece.
I trust you’ll find it handy.
