    Re: what time is it

No one is correct because both do not have "?".
    What time is it? ...Question
I want to know "what time it is"...........Noun clause
Therefore, "Hi, can you tell me "what time it is"?

    Re: what time is it

The better way of expressing (2) is

    2) Hi, can you tell me what time it is, please?

If, say, a mother asks her child to put his toys away, and the child doesn't do it (for whatever reason), then the mother will feel irritated and frustrated and repeat her request, with the 'please' coming before the main part of the verb, and stressed, as in:
    2) Will you please put your toys away and don't make me have to ask you again!

    So, to say
    2) Hi, can you please tell me what time it is
Because the 'please' isn't stressed, it would not have the sense of irritation; but it is still better, with a general request or question, to put the please at the end, or at the beginning.
