Idiom usage. Answer with True or False...

This is kind of weird. I have spoken to different people and they all give a different answer to this statement. Some say its True others say it should be False.

What is your take on this one? Is this statement True or False?

"If someone is on the wrong track, they are dialing a wrong number on a phone. "

P.S. A proper explanation would be nice ;)

If you are asking, is this a definition of 'being on the wrong track', then NO

    If you mean,
"If someone is on the wrong track, it's like dialing a wrong number on a phone that nobody answers: the goal of your efforts will be frustrated."
    Then, YES.

No, I already know that "dialing a wrong number on a phone" could not fly as a definition of the idiom "be on the wrong track"

    If you mean,
"If someone is on the wrong track, it's like dialing a wrong number on a phone that nobody answers: the goal of your efforts will be frustrated."
    Then, YES.
That is exactly what I meant! If the case is such then I guess the statement is True, right?
