    Hello dear experts. Could you paraphrase the underlined in the sentence below:

    1. By way of derogation from article II.13, the beneficiary may, when carrying out the action, adjust eligible budget reffered to in article 1.3.2. by transfers between budget headings of eligible costs, provided that this adjustment of expenditure does not affect the implementation of the action and the transfer between headings does not exceed 10% of the amount of each heading of eligible costs for which the transfer is intended or EUR 5.000,00, which ever is the larger, and without exceeding the total eligible costs indicated in article I.3.2.

    derogation = the temporary or partial nullification of a law. In this case it seems there is a partial suspension of a particular legal requirement.

    whichever is the larger >> Of the two sums, the larger is to be applied, ie if 5000 euro is more that the 10% of the costs, then that is the sum applied.
