    have a better, surer shot

    Could anyone please explain the following in easy English?

    1. When we choose to join the team, we have a better, surer shot at work that brings us satisfaction.

    2. Mandate the need for and the importance of internal process management champions. Experience has shown that at least 75% of the steps making up any process are not beneficial from the customer's perspective.

    In the above, especially would you find an alternative word to "mandate"?

    Mandate in this instance is a verb.

    to authorize or decree (a particular action), as by the enactment of law.
    to order or require; make mandatory: to mandate sweeping changes in the election process.


    The "better, surer shot" simply means a better chance, more likely. Join the team we can assure you that together we will be more satisfied.

    Still, I'm confused about the meaning of "mandate" in the context. And does "champions" there refer to "people who are good at internal process management"? Could I paraphrase it like "make the need for and the importance of the people who are good at internal process management mandatory or official"? Anyway, it sounds strange to me.

    Mandate [Set down some official rules that require]the need for and the importance of internal process management champions[leaders or people who will take this project seriously and encorage everyone else to follow their example].

    Does this make more sense?

    You have a project you want to put into practice, but you are the manager, so you can't be expected to do it all yourself. You can make it official policy by making it required practice (that means, you can mandate it), but still, you hope that someone will help you implement it. If you are lucky, you will find someone else who reports to you, someone who believes as strongly as you do that this is a good project or idea. That person will "champion" your project (in this case, I am using champion as a verb). He will be the project's champion.
