    active or passive voice

    Do you say,

    This is a tricky matter to handle. Or,

    This is a tricky matter to be handled. Thanks.

    It's not a matter of active or passive.

    "to handle" suggests that it is tricky, whether handled or not, but if handled, it is tricky.

    "to be handled" suggests that it needs to be handled, trickly or not.
