    Question What is that person called?

    The one who has done graduation is called a graduate. What is the one called who has done post graduation? Is he a masters?

    No.

    In the US, we'd say "He's a grad student."

    We refer to "grad school" as a place where you get a master's desgree or a Ph.D.

    If that is what he achieved, yes. But he may have taken a different degree than a Master of Arts.

    When we can use and abbreviated form M.A., why can't we use a full form Master (of Arts)?

    Not necessary. Abbreviations of degrees are recognised and understood.

    With reference to Barb's post, it does raise a point. Different countries have different terms and usages.
