    renewed their demand

The members of Gorkha Janmukti Morcha or GJM activists have renewed their demand for a separate statehood and are replacing government signboards with their own signboards in Darjeeling. The activists are pasting Government of Gorkhaland on all boards that are reading Government of West Bengal and have passed a resolution making Gorkhaland number plates mandatory for all vehicles.

Could you explain to me the emboldened parts?

    Re: renewed their demand

Apparently the GJM have been calling for the creation of a separate state of Gorkhaland for some time. Perhaps (I am not aware of this) their campagn has been rather quiet lately, but now they are back, replacing offical signs with their own, "renewing" their efforts, their demand, for statehood.

    To renew
in this means to take up again, to revive.
