    Does it mean "number of migrant workers who could work in the manufacuring sector"?

    Export reventues reveal how much the manufacturing sector could earn in the future

    and suggest the trend of the number of migrant workers could fill in.

    and give us a clue as to the importance of the role of migrant workers to fill the employment needs of the manufacturing sector (industry)
